Programme
BS in Public Policy and Governance program provides a rigorous foundation in governance theory, the public policy cycle, and administrative practice, while addressing contemporary challenges in Pakistan. Integrating perspectives from economics, law, political science, and public management, the curriculum equips students to analyze complex governance problems, design feasible policy options, and strengthen institutional performance, accountability, and service delivery across federal, provincial, and local tiers.
Students’ progress through the policy cycle (problem identification, policy design, implementation, and monitoring and evaluation) is supported by training in quantitative and qualitative methods, data analytics, and digital governance. Coursework, seminars, and applied exercises build advanced professional communication skills, including the preparation of policy briefs, cabinet summaries, stakeholder memoranda, media materials, and introductory legislative drafts. The curriculum embeds ethical reasoning, gender and social inclusion, and alignment with the United Nations Sustainable Development Goals (SDGs). Experiential learning is consolidated through a supervised internship and a capstone project with a public or nonprofit partner, producing an assessed portfolio of evidence-based work that addresses a defined, real-world policy problem.
Graduates are prepared for roles in the civil service and allied services, policy and planning units across government, regulatory bodies, NGOs and development agencies, think tanks and research institutes, and data-enabled public-sector teams. The program also provides a strong platform for advanced study in public policy, public administration, governance, development studies, and related disciplines at national and international institutions. The medium of instruction for BS Public Policy and Governance program is English.
What you'll gain
Develop a strong understanding of public policy and governance by enabling students to examine key theories, models, institutions, and processes involved in policy formulation, implementation, monitoring, evaluation, and feedback.
Build analytical capacity to address governance challenges by equipping students to identify and assess issues such as corruption, weak accountability, maladministration, institutional inefficiency, rule-of-law deficits, and public-service delivery failures.
Prepare students to design evidence-based public policies by developing their ability to formulate practical policy solutions supported by research, data analysis, theories of change, cost assessments, risk analysis, and implementation planning.
Strengthen public-sector management competencies by providing students with knowledge and practical skills in planning, budgeting, human resource management, procurement, program implementation, and service delivery.
Develop monitoring, evaluation, and research skills by enabling students to design indicators, baselines, results frameworks, and evaluation plans using quantitative, qualitative, and mixed research methods.
Promote an understanding of legal and administrative frameworks by preparing students to apply constitutional principles, administrative law, regulatory mechanisms, citizens’ rights, and accountability systems in public governance.
Enhance data and digital literacy by training students to use statistics, data analytics, digital platforms, and civic-technology tools for policy analysis, decision-making, and public communication.
Develop professional policy-writing skills by enabling students to prepare policy briefs, cabinet summaries, position papers, concept notes, press releases, and legislative or regulatory documents.
Promote inclusive and participatory governance by preparing students to engage effectively with government institutions, civil society, communities, development partners, and the private sector while incorporating gender equality, social inclusion, and social safeguards.
Foster ethical leadership and public responsibility by developing integrity, transparency, accountability, professionalism, and commitment to citizen-centred governance and sustainable development.
Strengthen communication and advocacy skills by enabling students to present, explain, justify, and defend policy options clearly to technical and non-technical audiences.
Prepare students for professional practice and lifelong learning through teamwork, fieldwork, internships, research projects, and capstone activities addressing real-world public policy and governance challenges.
