Dr. Muhammad Mubeen is an Assistant Professor of Law, Rasul College of Law, University of Rasul, specialising in Intellectual Property Law, International Economic Law, and regulatory governance. He holds an LL.B. (Hons.), an LL.M. in International Trade Law and a Ph.D. in Law from the International Islamic University Islamabad. His doctoral research examined the protection of farmers’ rights and the legal framework governing Intellectual Property protection of plant varieties in Pakistan. As an HEC International Research Support Initiative Programme scholar, Dr. Mubeen undertook doctoral research at the University of Western Australia Law School under the supervision of Professor Michael Blakeney. He has also participated in international training programmes concerning intellectual property, public health and access to medicines. Before joining the University of Rasul, he served as Assistant Professor of Law at Green International University, Lahore, and taught at the International Islamic University Islamabad and Quaid-i-Azam University. His teaching portfolio includes Intellectual Property Law, International Economic Law, Public International Law, Constitutional Law, Administrative Law, Human Rights Law, Contract Law and Environmental Law. Dr. Mubeen has published research in HEC-recognised law journals and contributed a chapter to Intellectual Property Debates in South Asia, published by Hart Publishing in 2025. He also possesses substantial professional experience in legal practice, particularly in Intellectual Property Law.
Dr.Mubeen research interests lie primarily in Intellectual Property Law, International Economic Law, and regulatory governance. His work examines the protection of plant varieties, farmers’ rights, seed governance, agricultural innovation, biodiversity, and food security within the WTO-TRIPS Agreement, the UPOV Convention, the Convention on Biological Diversity, and the International Treaty on Plant Genetic Resources for Food and Agriculture. He is also interested in patent law, access to medicines, public health, technology transfer, and the welfare implications of Intellectual-Property protection in developing countries, particularly Pakistan. Dr.Mubeen emerging research focuses on Artificial Intelligence and law, including AI-generated intellectual property, algorithmic accountability, mass surveillance, autonomous warfare, data governance, and the development of responsible AI regulation. Using comparative, doctrinal, and policy-oriented approaches, his research identifies gaps in existing legal frameworks and proposes reforms that balance innovation, economic development, public welfare, human rights, and social justice.
